American Rescue Plan Municipal Recovery Funds Distribution


The Coronavirus State and Local Fiscal Recovery Fund is intended to:

  • Support COVID-19 response efforts
  • Replace lost revenue for eligible state, local, territorial, and Tribal governments
  • Support immediate economic stabilization for households and businesses
  • Address systemic public health and economic challenges

The Coronavirus State and Local Fiscal Recovery Funds provide substantial flexibility for each government to meet local needs-including support for households, small businesses, impacted industries, essential workers, and the communities hardest hit by the crisis. These funds can also be used to make necessary investments in water, sewer, and broadband infrastructure.

To request Funds: Eligible non-entitlement units of local government may apply for their allocation of Alabama’s share of the State and Local Fiscal Recovery Fund via the portal below.

The State Finance Department has established a separate fund in the State Treasury for federal funds and is authorized to disburse those funds within the parameters of the ARP Act and other federal and state law.

COVID Relief Grants for Reimbursement of Expenses of State Inmates in County Jails


Pursuant to Act 2022-1, the State of Alabama will provide funds to reimburse counties for the expenses of state inmates housed in county jails from March 3, 2021 to December 31, 2021. The application and distribution process for this program is being administered by the Alabama Department of Finance.

The application period will be open from noon May 16, 2022 through noon June 6, 2022.
